17部門(men)聯(lian)合印(yin)發意見 “十四五(wu)”時期加強縣域商業體(ti)系建設

日前(qian),商(shang)(shang)務部、中(zhong)央農辦、國家(jia)發(fa)改(gai)委、住房(fang)和城鄉建(jian)(jian)設部等(deng)17部門聯合印發(fa)《關于加強縣(xian)域商(shang)(shang)業(ye)體系(xi)建(jian)(jian)設 促進(jin)農村消費的(de)意見》(以下簡稱《意見》)。

《意見》共明確10方面31項工(gong)(gong)作任務(wu),其中住(zhu)房和城鄉建設(she)(she)部分(fen)工(gong)(gong)負責“建設(she)(she)鄉鎮商貿中心”“加(jia)快補齊冷鏈(lian)設(she)(she)施短(duan)板”“加(jia)強(qiang)分(fen)級(ji)分(fen)類管理”“強(qiang)化指導(dao)考核”等任務(wu)。

《意見》提(ti)出,“十四五”時期,實施“縣(xian)域商(shang)(shang)(shang)業建設行(xing)動(dong)”,建立完善縣(xian)域統籌、以縣(xian)城(cheng)為(wei)中(zhong)心、鄉(xiang)鎮為(wei)重點、村為(wei)基礎的(de)農村商(shang)(shang)(shang)業體系(xi)。到(dao)2025年,在(zai)具備條件的(de)地區,基本實現縣(xian)縣(xian)有連鎖商(shang)(shang)(shang)超(chao)和物流配送(song)中(zhong)心、鄉(xiang)鎮有商(shang)(shang)(shang)貿中(zhong)心、村村通快(kuai)遞,年均新增農村網商(shang)(shang)(shang)(店)100萬家,培育30個國家級農產品(pin)產地專業市場(chang),經(jing)營農產品(pin)的(de)公益性市場(chang)地市級覆蓋率(lv)從40%提(ti)高到(dao)60%。

《意見(jian)》主要內(nei)容如下:

★總體要求★

指(zhi)導思想:以習近平新(xin)(xin)時(shi)代(dai)中(zhong)國特色社會主(zhu)義思想為指(zhi)導,深入貫徹黨(dang)的十(shi)九大和(he)(he)十(shi)九屆二中(zhong)、三(san)中(zhong)、四(si)中(zhong)、五中(zhong)全會精(jing)神,認(ren)真(zhen)落實黨(dang)中(zhong)央、國務院決(jue)策部署,立足(zu)新(xin)(xin)發(fa)(fa)展階段,貫徹新(xin)(xin)發(fa)(fa)展理念,構建新(xin)(xin)發(fa)(fa)展格(ge)局(ju),充分(fen)發(fa)(fa)揮市(shi)場(chang)在資(zi)源(yuan)配(pei)置中(zhong)的決(jue)定性(xing)作用,更好發(fa)(fa)揮政府作用,分(fen)層分(fen)類,因地制(zhi)宜,實事求(qiu)是,以渠(qu)道(dao)下(xia)沉和(he)(he)農(nong)產(chan)品上行為主(zhu)線,推動資(zi)源(yuan)要素向農(nong)村(cun)市(shi)場(chang)傾斜(xie),完善農(nong)產(chan)品現代(dai)流通(tong)(tong)體系,暢通(tong)(tong)工業品下(xia)鄉和(he)(he)農(nong)產(chan)品進城(cheng)雙(shuang)向流通(tong)(tong)渠(qu)道(dao),推動縣域(yu)商(shang)業高(gao)質量發(fa)(fa)展,實現農(nong)民增(zeng)收與(yu)消費提(ti)質良性(xing)循環。

發展目標:“十(shi)四五”時期,實施“縣(xian)域(yu)商業建設行動”,建立(li)完善縣(xian)域(yu)統籌、以(yi)縣(xian)城(cheng)為(wei)中(zhong)心(xin)、鄉(xiang)鎮(zhen)為(wei)重點、村為(wei)基礎的(de)農(nong)村商業體系。到2025年,在(zai)具備條件的(de)地區(qu),基本(ben)實現縣(xian)縣(xian)有(you)連鎖商超(chao)和物(wu)流配送中(zhong)心(xin)、鄉(xiang)鎮(zhen)有(you)商貿中(zhong)心(xin)、村村通(tong)快遞(di),年均新增農(nong)村網商(店(dian))100萬家,培育30個國(guo)家級農(nong)產(chan)(chan)品產(chan)(chan)地專(zhuan)業市(shi)(shi)場,經營農(nong)產(chan)(chan)品的(de)公益性(xing)市(shi)(shi)場地市(shi)(shi)級覆蓋(gai)率從40%提高到60%。

★健(jian)全農村流通網絡★

完善(shan)縣城(cheng)(cheng)(cheng)商業(ye)設施。把(ba)縣域作(zuo)為統籌農村商業(ye)發展的重要(yao)切入(ru)點(dian),強(qiang)化縣城(cheng)(cheng)(cheng)綜(zong)合商業(ye)服務能力,推(tui)動(dong)縣鄉村商業(ye)聯(lian)動(dong)。改造提升縣城(cheng)(cheng)(cheng)綜(zong)合商貿服務中心和物流配送(song)中心。鼓勵(li)城(cheng)(cheng)(cheng)市(shi)大型(xing)流通企(qi)業(ye)拓展農村市(shi)場,共建共享倉儲(chu)等設備設施,示(shi)范帶動(dong)中小企(qi)業(ye)發展。(商務部、各省級(ji)人民政府等負責)

創新投融(rong)資(zi)(zi)模式。有序引導(dao)金融(rong)和(he)社(she)會(hui)資(zi)(zi)本投入縣域商(shang)(shang)業(ye)(ye)(ye)(ye)體(ti)系建設(she)。加強銀(yin)企合(he)(he)(he)作,深化信息協同和(he)科(ke)技賦能,為縣域商(shang)(shang)貿(mao)、物流、供(gong)銷等(deng)(deng)領域企業(ye)(ye)(ye)(ye)和(he)合(he)(he)(he)作社(she)提供(gong)資(zi)(zi)金結算、供(gong)應鏈融(rong)資(zi)(zi)、財務管(guan)理等(deng)(deng)服務。鼓(gu)勵農村(cun)信用社(she)等(deng)(deng)銀(yin)行業(ye)(ye)(ye)(ye)金融(rong)機構結合(he)(he)(he)縣域商(shang)(shang)業(ye)(ye)(ye)(ye)實際使用場景,開展抵押、擔保(bao)及(ji)信用類小額貸(dai)款業(ye)(ye)(ye)(ye)務。聚焦(jiao)特色(se)產(chan)(chan)業(ye)(ye)(ye)(ye),用好新型(xing)農業(ye)(ye)(ye)(ye)經營主(zhu)體(ti)名單制,對符合(he)(he)(he)條件的(de)可(ke)提供(gong)中長期貸(dai)款產(chan)(chan)品。(人民銀(yin)行、銀(yin)保(bao)監會(hui)等(deng)(deng)按職責分工負責)

完(wan)善標準統(tong)計等相(xiang)關(guan)制度。制定強制性國(guo)家標準,對農(nong)(nong)(nong)產品市(shi)(shi)(shi)場(chang)分級管理。建立健全農(nong)(nong)(nong)村(cun)(cun)(cun)消(xiao)費相(xiang)關(guan)指標體系,加(jia)強農(nong)(nong)(nong)村(cun)(cun)(cun)限額以上批發(fa)零(ling)售企業(ye)統(tong)計工作,完(wan)善發(fa)布內容。推動農(nong)(nong)(nong)產品批發(fa)市(shi)(shi)(shi)場(chang)立法工作。(商務部、農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)(cun)(cun)部、市(shi)(shi)(shi)場(chang)監管總局、統(tong)計局、司法部等按職(zhi)責(ze)分工負責(ze))
